This book analyses the pattern of local government finances through a multidimensional; approach, assesses its repercussions on the Socio-political scene of Pakistan, and proposes a structure of local government designed to suit the needs of developing countries. It investigates empirically the province of Punjab in Pakistan as a case study. This analysis proceeds in two directions as far as local government finances are concerned. Firstly, it examines the basis of the present taxation structure and proposes changes to it, as well as attempt to justify the need for a new mechanism. Secondly it proposes the reorganization of the entire expenditure pattern to influence the income redistribution within the local government areas. an important conclusion which emerges from this study is the principle of fiscal qualification is unattainable without an appropriate fiscal autonomy. To achieve this autonomy, a degree of financial decentralization if necessary.
